Delivery reports

Quick question - Do delivery reports for text messages report when the message has reached the other's network or the actual handset? Eg if the person the message was sent to had their phone switched off, would it be classed as "delivered"?

When the handset receives the message. If the handset is switched off, it wont deliver.

Reporting when the network received it would be pointless.

No it doesn't. As above, it reports when it arrives at the handset. It's a delivery report, not a read receipt.
