We have had 16 new dell 2209WA monitors installed in my office. I have noticed that a couple of the monitors has some screen burns from them already. The screens are used 24x7 and are never turned off.

Before we had the 2209WA screens, we were using Samsung screens which are TN Panels. They were never turned off and we never had any issues with screen burining.

Is this a normal side effect from using an IPS Panel 24x7, over an TN Panel, or have we just got unlucky with a couple of the monitors

Cheers

Most people probably won't have experience having these screens on 24/7. My 2209WA is switched off when I'm not using it and even at work we switch off all monitors that are not in use to save some energy.

AFAIK no it isn't a side effect of using any particular type of panel, burn-in or image persistance happens because the LCD's become overcharged, so any LCD monitor could fall prey to this if left on displaying the same image for long periods.

Sure, but we have several Samsung 205bw screens that are used 24x7 and we haven't had any issues with those.

who uses a pc 24/7 with the screen on?

That's classified ;)

I used the word "could" for a reason, you were lucky with the Samsungs and look to be so far with 14 of the Dells. It is a known issue with LCD monitors as far as manufacturers go(Samsung included who incidentally don't make IPS panels) and some have been known to print warnings in their documentation. You could try going into the menu and enaling LCD conditioning and let that run it's course, if that doesn't work then turning the screen off for anything from 2 to 48 hours will allow it to rest and may get rid of the retained image.
