Dell Dimension 9150 Issue

A friend with a Dell Dimension 9150 has a bit of an issue, and I just want to make sure I've got the correct information -

Currently it will not boot into windows from the HD. I originally thought Windows had been corrupted in some way, and still think this is the case, so they went out and bought a replacement HD so they could do a fresh install, and still have access to whats on the original HD.

When trying to do a fresh install on the new HD, we're getting BSOD at the same point, just after the drivers are loaded from the CD and Windows setup is starting. I don't believe this is the original Dell windows disk, I'm not even convinced they were ever given one.

After doing some digging around it seems this is down to some sort of proprietary dell thing that is blocking all attempts at a reinstall unless its from the utility partition of the original HD, which obviously they dont want to do as they want access to the info on the original HD. I do have an external dock and can get most of the information from the HD, but for some bizarre reason not all, have tried copying it over to a laptop, but it seems about half of whats on the drive isnt copied, so I would prefer not to go down that route just in case something is missed off.

Am I right in thinking new computer time? No way of doing a reinstall without using the original HD's restore facility, or is there some way of removing whatever it is thats blocking the new windows install?
