dell e520 -core2due 6300 overheating?

Hello, i've had my e520 for like 2 months now and i recently bought a new gfx card for it, anyways i'm gettin trouble with my games, i think my cpu's are overheating, if anybody knows about the e520 then you will know what the cooling system is like, here are my temps

on idle

Cpu0 - 49
Cpu1 - 47

under full load

it shot up to 65 in about 7 seconds, i stoped the test after that incase it blew
any ideas what i can do? would this be the reason why my games dont run smooth

This is what i have

Intel Core 2 Duo E6300, 1866 MHz (7 x 267)
Motherboard Name Dell Dimension E520
DDR Memory Total 1021 MB
Microsoft Windows Vista Home Basic
ATI Radeon X1950 Pro
 
ok i'll have a go at that, u think it could be the reason why my games are julting and i'm stuck on low settings? or is it another reason? i know twh machines not the best for gaming but its all i have and cant get rid of it as it was a gift, should i not play games while seeing these temps?
 
Torture Test ran 8 minutes 4 seconds - 0 errors, 0 warnings. max temp was 69 on both cpus (small ffts 0 stress cpu)
