I had noticed that my laptop performance had decreased rapidly over 10 minutes while browsing on the internet. After the browser crashed I restarted my laptop. On reboot it became stuck on windows loading screen, so then restarted my laptop once more, however this time it became stuck and displayed "disk read error press Ctrl Alt Delete to restart." On Diagnostic the program showed the error code 2000 - 0146. Can you help?

Laptop spec:
Dell Inspiron 6400
OS: Windows xp Media centre edition
RAM: 2Ghz
CPU: Dual Core 2.0Ghz
GPU: 128mb ATI Radeon X1300 Mobility
HDD: Samsung 80GB 5400rpm

Thank you for the help I will try to back up all the data, as it looks like I need a new hard drive, what would be the best way to get my files off the hard drive?

You may want to try a chkdsk /r at the repair screen. (set to boot from cd in bios and pop your xp cd in). You may also find the HDD is fine after a full formatt (not always though, but you maybe lucky)
If the HDD is SATA you will be able to take the drive out and use standard SATA connectors, then plug into another pc.
