can you buy them direct from dell with out and os as i have a copy of home premium here unused

I think you have to buy it, then get a refund by sending the Windows documentation back to them. Could have changed though, they might give you the discount straight up now.

You can buy them cheaper with Ubuntu Linux installed instead. Just use the Open Source link on the Dell webpage. Not tried it myself though.
