Ive been looking at this monitor for gaming (graphics card is a 8800GTS)

Why is it cheaper than the 2007WFP? Is it just becuase of the USB ports etc.

Could I also use it as a screen for my PS3 with its HDCP support?

It has a different panel from the 2007WFP. The 2007WFP is IPS and the E207WFP is TN+Film. The main difference would be the limited viewing angles on the cheaper E207WFP. Dunno anything about PS3s though, but I'm guessing if it has either HDMI output or VGA then you could connect it to either of these screens. There are HDMI to DVI leads around.

So one of these connected to the HDMI cable form the PS3 then into the DVI port on the monitor.

Will this be a better image quaility than my standard TV? Does it actually give HD pictures?

note: I dont have a clue about anything to do with monitors or TVs.

If the PS3 actually has a regular HDMI port on the back, then a HDMI->DVI lead should work. If on the other hand it has a custom output which you put a special PS3 lead in that has HDMI on the other end (much like how the 360 leads work), then you probably won't be able to connect that to a HDMI->DVI lead since both ends will be male. There may be a HDMI gender changer you can buy.

TBH you're better asking on the console forum since some people there actually have PS3s, whereas I know bugger all about them.

As for resolution, both the Dells you mention can display 720p but neither can display 1080p (1920*1080). Only 24" screens have the resolution for that. 720p (1280*720) is still a lot higher res than a standard TV though, so it should look better.

HDCP stands for high definition copy protection, the E207WFP supports this over its DVI port (not VGA) so aslong as you can connect your ps3 to the DVI port then you can watch HDCP DVD's on your E207WFP (however the CP wont be inforce for years to come I dont think).

The image quality will be far superior on the E207WFP compared to your standard TV as the monitor supports the 720p (HD) resolution.
