design help

I've designed the layyout of my website on MS expression web but just need to "tart" it up a bit now.

Trouble is not only do I lack any design skills I have no idea where to start and which programs to use. I dont want templates or anything I want to create the design myself though.

What programs do you guys recomend that are easy to use to design background/banner/logo e.t.c

Photoshop is what I use but something like Paintshop Pro is a little easier to use I believe.
