Probably been done before but all the talk of new consoles has got me excited about the possibilities. Dreaming up potential components, features etc.
Your the lead designer of consoles for either Sony/Microsoft or another company.

Heres mine
First of all will be going AMD simply because of $/performance ratio.
CPU - Custom 6 Core AMD APU A8-5500 @ 2.4Ghz + HD 7560D - $60/95w
2 cores and APU GPU dedicated to OS - 4 cores dedicated to gaming
GPU - 7950 4GB GDDR5- Downclocked @ 700Mhz - $140/140w
Full 4GB GDDR5 for games. Triple outputs for 2 player splittscreen + OS running on other optional.
System RAM - 2GB DDR3 1333MHz - $10/5w?
Purely to run OS in background, with 2 cores and APU
System Storage - 12GB Fixed Flash Storage @ Sata 6GB/s Speeds - $10/1w
Strictly for OS and Firmware updates
Optional Storage - 2 x 2.5" slots for 2.5" Drives - $optional/10w
Slot 1 - Strictly for SATA 6GB/s SSDs - For games install, saves etc
Slot 2 - Generic Hardrive for storage, films etc
Bringing cost of console down, all optional and upto end user. SSD mandatory for games though, not sure how it would work but maybe bundle in small ssd with some console packages et extra cost.
Optical Drive - 18x Bluray Read Drive - $30/20w
Fast unlike the one on PS3 so no reading issues and mandatory installs.
PSU - 350w Gold 80+ - $30?
Motherboard - Not sure but some custom board, with all required ports. Ethernet, USB 3.0 etc $30/20w?
Cooling & Casing - $30/10w
Cheap case will do, nothing fancy similar to that of Xbox 360
Controller - PS3 build quality with Xbox layout/triggers is fine. $20
Wireless - Wireless N card - $5/7w
TVR functions - Full compatible replacement for Sky and Virgin set top boxes. $20/10w?
So no need for them. Dual Sky inputs + cable inputs etc Maybe link up with Virgin and SKY to subsidise consoles as a replacment for Sky/TiVo boxes.
Ports - 3 x HDMI out, Optical, Ethernet, 3 x USB 3.0 - $10
(maybe something with more bandwidth like a lightning port, display port)

Total Price - $385 + leaves headroom for manufacturing costs and software costs. Bemused actually (probably done something wrong) that looks way too low? PS3 supposedly cost like $800 on release, cost price.
Total Power Consumption - 320w + leaves some head room from the 350w limit.

- Budget of $500 for cost per console, which then can be subsidized for the end user. Can guesstimate from business price to wholesale prices. Not accurate but the best i can do really. So for example a $100 retail CPU would probably cost retailer $65, on wholesale 50m plus for Sony probably around $45 per CPU? (change if not accurate)
- Can only use current tech available on the market now, pointless just saying GTX 880 etc
- Needs to be a viable console and taking into consideration power constraints @ 350w, size, etc.
- Aiming for Christmas 2013 release
