Desktop PC - Bandwidth slow down

Hi all

A bit of a strange problem has just arisen thre past few days and I was wondering if anyone else has seen this / knows the fix?

My desktop PC running Windows 10 and standard motherboard Intel LAN NIC (I217-V) was previously getting a consistent full 1Gb transfer speed to my server (approx 110MB/s file transfer). The past fe days, this has dropped to what appears to be just 100Mb speed (approx 12MB/s transfer).

This slow down has also been verfied on my backup server.

I have run a tranfer from my primary server to my backup server and this achieves a full 1Gb (110MB/s) transfer rate. In other words, it is localised to my desktop.

My NIC shows a full 1Gb connection in properties, likewise my switch shows it connected at 1Gb too. I've installed the latest drivers too but no joy.

Anyone any ideas?

All devices show a full 1Gb connection.

After further testing, it looks like the slowdown occurs consistently after 2minutes of login. Logging off / switching users does not reset the issue, a reboot does.

Additionally, when the issue occurs, websites do not seem to load consistently properly.

The first 2 mins of logging in seem absolutely fine.

Any ideas of how I can track down what is triggering this after 2mins? Virus scan shows all clear, never had a virus in my life so I'm hopeful it is not attributed to that.

Ran task manager and watched whilst the 2minute bandwidth drop kicked in.

A task called "winshellservice" kicks in after 2mins and seems to cause the issue. Ending the task restores normality. Strange....

Install Process Explorer, this will tell you where this exe is. A quick Google doesn't sound too good..

Run eset nod32 online scanner for good measure..
