Desktop unresponsive after boot, Windows 10

So this started last night (23/2). I turned my PC on (cold boot), it loaded into the desktop fine but then nothing would load from there. Start menu didn't work, web browser wouldn't open, auto start programs such as steam didn't load, I just got a spinning blue circle for a couple of seconds as I tried to open things.

I left it for 10 minutes or so then all of the programs 'started' up, also noticeably Windows Defender had been turned off. I didn't think too much of it until I turned the PC on again this morning and exactly the same issue.

Once it's booted and everything is working it seems to run fine. Rebooting also doesn't replicate the issue. I've run a virus scan to no avail. Google searches also don't seem to produce any similar issues.

Can anyone help?

Windows 10 Home (fresh install)
Asus Z170I Mobo
 
How many programs do you have on auto-start?

I would try disabling all, apart from the obvious critical ones, and then switch them back on one at a time after power up.

Can you try booting into safe mode and seeing if it does the same?
 
I only have Steam, Battlenet and Controller Companion on start up. I've not tried disabling them yet or tried safe mode but I can't seem to replicate the issue just by performing a cold boot. It happend yesterday after the of was off for a good number of hours and again this morning after it too being off overnight.

you can run the windows performance analysis toolkit
this gives a timeline on what happens at startup, but using an elimination process as Semple says should equally solve it.
windows 10 update stuff might be responsible (for sure it can be on 7), so maybe set a metered connection to temporarily inhibit that.
