Desktop vsync?

I posted this recently in the windows and software forum but its probably better off here.

I have searched google and all i really found was an old post in groups and apparently it was working back then but got taken out of the nvidia drivers, well im wondering if there's a reg key that can do this now or some other way?

This is for XP using latest nvidia drivers on a 6800GT and a dell 2005fpw tft monitor.

Yeah vsync for all windows use not just opengl or directx based 3d, i do use it for most games because i don't like the tearing on a tft, like i said its nothing major just something that i finally decided to check out and after searching google it gives next to no useful info except there may have been a reg tweak for nvidia drivers and that vista will put an end to it because it goes through a (i think it was) better/3d engine and macs are ok.
 
I don't like to reply to myself but this seems kind of strange, really is no one else now wanting the same because there's little to no info on the net and im sure everyone would like this option if its possible.

Is vsync possible on the desktop for everything 2D?

If it is then what do we do to get it working?
