Devices to block holes in bicycle rims?

Hi.

Is there any devices to block the holes in wheel rims as they keep causing me punctures and normal rim tape is not doing any good, are they called gromets or something to block the holes? Or any hard rim tape? Need something as normal rim tape just does not seem to work.

Hang on, you're saying that the spokes are protruding through the nipples, cutting through your rim tape and slicing into your inner tubes? How long has this been happening? Who built the wheels?
 
No, I am saying that the holes in the rim the inner tube is going through, the rim is double walled or something, so the spoke cant puncture the inner tube as they are too low for that.

I have lined the rim with some blue electrical tape a couple of times then put the double rim tape back on.
 
The marks on the rim tape seem to show it, I am guessing its the spoke holes, it on the under side of the inner tube so cant be from the road.
 
It is a road bike, running at 115-120PSI.

Apparently the rim tape might be too crappy to hold it back? It lasted nearly 600 miles since it last happened so must have been failed rim tape??

Cant remember the rim name exactly, Nova rigida group double wall or something.
 
my only answer would be to see and LBS for rim tape it may be worth getting some fine wet and dry and just rubbing around the spoke hole to make sure no burr is left there shouldnt be but that my only advice. ive never suffered from anything like this sorry can be of no more use.
 
are you using proper cloth rimtape or just the crappy rubber ones ?

aswell as getting some quality rim tape try putting loads of talc in between tyre/tube/rim. can stop any friction and nipping
