Pull the jumper off, put the prepared CD-R/DVD-R (With just the .BIO File) in the optical drive and boot the system. Leave it for a little while and it should recover the latest BIOS and post. Then just shut the system down, put the jumper back, reboot and you are done.
You could try sticking it on the root of a USB flash drive and then pressing the F7 key on bootup. That may allow you to flash it but I cant recall if that was on that board or implemented later.
How strange.. The only reason I can think of is that your version of .net framework isn't the latest as I have had no issues at all with the .exe but then again I can create my own.
