Hi

I have set my router to only give out ip's via dhcp from 192.168.1.2 to 192.168.1.5 so why does it give out an ip of 192.168.1.100 to a mates laptop?

It's a Netgear DG834 v3.
 
Does that router hand out a seperate range for wireless maybe?

Or do you have a reservation setup for the laptop?
 
probably because your "mates" laptop is still using the ip address from another private network. release/renew the ip address when he is connected to your network and you should find that he gets assigned a different one.

What if he has a fixed ip set on his network. Would that mean my router would still give him the fixed ip even though it was out of the range set by my router?
 
if it has a fixed IP, it won't request one from the DHCP server (your router) and your router won't assign one to it.

If this is the case, make sure that his laptop network settings have the same subnet and default gateway as your network
