Ok, I have a Sapphire x1950pro 512mb which I assumed was overheating, due to all the mess I was getting on my screen after playing for a while. Rather than RMA it, it's actually a replacment for my AX800XT Plat that was RMA'd, I decided to get a AC Accellero X2 for it.
So, I fitted it today, and was pretty impressed at how cooler Atitool was telling me it was. It was about 45c idle and 75c with some heavyish 3d, now its about 42 idle and 58 under load. But I'm still getting artifacts, they are a bit different, almost seem more uniform. What could be the problem now, is it still just running too hot? I'll link a screeny of what I'm talking about.

EDIT: Oh, another thing. When I start any 3d, a game, the 3dview on atitool, there is an audible change from the inner workings of the PC, not sure if it's a slowing, but it certainly sounds like a dulling of the noise it was making before there was any heavy action. I've no idea what that might be.

#1 the recommended 12v rail is 30a
#2 I had a sapphire512pro which would reboot the pc and all sorts because of no cooling on the ram area.
Bare minimum get a PSU with 25a on the 12v i would say.

Would overheating ram cause the things i'm talking about? I'm going to pinch my mates PSU and see if it makes a difference. I'm going to be ordering one of the Corsair ones asap.
