Diagnostic Policy Service not starting

Just turned my pc (w7) on this afternoon and had no internet connection, restarted router, still wouldnt work half an hour later.

Ran a connection diagnostic, and couldnt.

Eventually i found an error saying Diagnostic Policy Service is not running.

Have tried to start it, but says Error 5: no permission or something.

Tried a system restore, won't work, googled around but cant find anything that helps.

Really stuck now, so anyone had this issue before? and solutions? Don't want to have to resort to reformat :(

Help really appreciated!!!
 
type services in start menu , open up services. locate Diagnostic Policy Service and see that the start up type is set to automatic if not rite click it then properties and set to automatic
 
Done that, already set to automatic, even when i open services as administrator then start it, it says Access is denied :(
