Diagnostic startup

I went into the system configuration utility and selected diagnostic startup.

When I rebooted it said failed to initialize iexplore.exe and then reached the main screen but without any folders or files showing or even a taskbar and start button, nothing just a windows background screen.

So I need to get back into system configuration and select the original startup box to get it to boot again properly but has anyone any ideas how to do this.

I've tried cntrl-alt-delete which does bring up task manager and tried to run iexplore.exe but it won't have it.
