Difference between OEM and Retail Vista???

The difference is only in the licence. OEM does not allow you to change your motherboard, where as with retail you can make as many hardware changes as you want. This question has been answered dozens of times already, for more info see the Vista licencing FAQ

You also get no technical support from MS with OEM licences. Technical Support is dealt with by the supplier.

If you change your hardware a lot don't get OEM basically!

Well that said you can always just call them and blag it. Just say that you had your os crash and had to reinstall and upon activating it came up with the call ms... They dont care... Most of them are mexicans getting paid minimum wage anyway. I believe that lately its actually mostly automated as well.
