Difference between rpm monitoring and pwm?

one is monitoring the Revolutions Per Minute of the fan blades

PWM , Pulse-width modulation, is normally the way the power is outputted to the fan in this case. ie the varying power you can supply

you normally control the PWM chip to vary the RPM,

this is my humble knowledge anyway
 
Cheers, so pwm is what lets you adjust fan speed yourself through the motherboard? Do normal 3 pin connectors adjust fan speed automatically according to load? Thanks for the input, bit confused.
