I'm sure steam knows of the difference, but they also know many of their customers prefer to use steam - either out of familiarity or perceived benefits, so they aren't going to lose much if anything from keeping the price higher.
 
How easy is it to get into Civ IV? I used to play Civ II and I really enjoyed it but that was years ago and I'm nowhere near as patient with games as I used to be.

Civ 4 bts is more similar to civ2 than any other civ, however, still expect major differences. Imho if you played a previous civ it's very easy to get into just do the tutorial then play a game on your own and you're hooked.
