My question is about the disabled cores on Haswell-E. Is it the same cores that are disabled every time or is at random?

You mean cores disabled on the die as part of the harvesting?
Likely different if there are flaws, if there are no flaws will default to the same ones.
e.g die has 8 cores, selling with 6 enabled means cores 0,1,2,3,4,5 will be enabled, 6,7 disabled, unless say, #1 isn't functional, in which case 1,7 disabled and 0,2,3,4,5,6 enabled.
Would make no difference to end user.
