Not a particularly good idea in my eyes, SMART doesn't always do much but it can inform you that the drive is failing and even if it only works in say 50% of cases then that is 50% of people with at least the chance to save their data.

No I doubt there is any real performance benefit, it is a pretty low overhead and I reckon the benefits outweigh the downside.

I believe Windows records it all but won't necessarily tell you its results, I'd use something like Speedfan intermittently to check on the drives status. Bios will tell you on boot up as well I think.
