Disable XP auto reboot on BSOD from outside Windows

I know you can disable the auto reboot feature of XP when it blue screens, but I have a PC that will not boot into Windows, so I can't change the option. I want to know what the error says, so please don't suggest a reinstall.
I need to know if it is possible to disable the reboot feature from outside of Windows, either from command prompt or from install CD recovery console?

Edit: I tried the F8 option which aloows you to disable auto restart, and this didn't do anything different.

Can you get into safe mode at all, even the recovery console?

Safe mode doesn't work, neither does any of the other diagnostics modes.

I did manage to video the boot and slowing the video down found the message to be MACHINE_CHECK_EXCEPTION, but this only show the top part of the screen, so it would still be nice to be able to stop the reboot to get the hole message.
It seems it isn't possible, maybe due to the type of error, it can't change this setting.

Oh well back to the manufacturer it goes :(.
