IOW
Bought a new lian li case to replace my old one.
Transfer all bits over, fired up started to load Vista, then the L.E.D lead melted. bulb end.
Switched of quick, unplugged l.e.d lead, restarted all fans worked no graphics.
Played about most of the day, no luck.
Took out motherboard no visible signs of damage anywhere.
Put board back, still the same, graphics card powers fan spins, no signal to the monitor.
Could be the card or board, will have to get the card checked first.
Any ideas?

make sure the ram is in securely i know this sounds like a noob suggestion but i cam back from holiday other day and my bro has been playing around with the pc and the monitor wasnt workinging but everything else was running i took apart and realised he hadnt securely fastened the ram

Rechecked everything again. re seated ram cleaned graphics card contacts. Still not getting signal from card. plugged my laptop into my monitor no problem there.
Will have to borrow a AGP card form someone, could be that.

All fans are working including the Graphics card fan, and power getting to DVD writer and rom. no beeps from motherboard.
Can't think of anything else to check

Sounds like a power supply no longer capable/dead of powering up the card and everything else, remember some systems can need a good 25a + on the 12v rail right at the startup.
This happened to me recently I got a 4850 it worked for a while (about 3 hours) then it simply wouldn't power up and it was indeed the power supply.
You need to get your hands on a power supply to test it me thinks, either way you need to somehow trouble shoot by having a second board and power supply.
