"disk boot failure, insert system disk and press enter"

After building a rig, upon trying to install Windows7 Home 64bit, I get this message "disk boot failure, insert system disk and press enter".

I've tried changing the boot priorities and the drive settings from IDE to AHCI, but I'm still getting the same problem.

I think it's a faulty mobo because one of the fans that was plugged into the mobo didn't work, though when I plugged it in to a connection from the PSU it works fine.

It's a Gigabyte GA-Z68A-D3H-GEN3 mobo.

Any ideas?
 
Fan might not be required, hence it not spinning up as some motherboards will check the fan is available and not spin it as part of POST.

What's showing up in the BIOS for drives? Does it show the CD/DVD drive properly and are all the HDDs present in the list?

It's more likely to be the CD/DVD drive or the DVD itself than the motherboard.
