It seems I need to dismount the fan assembly on my Gigabyte RTX 2080 Ti Windforce OC to properly clean the fins on the heatsink behind the fans. Any tips or tricks? I don't need to remove the heatsink itself; I just need access to it.

Wouldn't do it. Get a good strong blast of air in it. It should fix it.
Looks to me like there are only four. Two on the side facing the motherboard and two on the side facing away from the motherboard. You need a tiny screwdriver. Sometimes there are two obscured by the slot plate but I can't see any in this case. Just be aware that there might be.
