Display corruption?

Right ive made a thread about this a week or two ago but now it seems some what more of a different problem also.
Originally my basic problem was stutter in all games, occasionally skipping a frame, my rig is defintely up to the job for sure.
Ive tried different PSU's grpahics cards, HDD's, different sata connections, new cables, every driver etc.
Also tried latency checker etc, this has never gone into the yellowe zone (1000+)

And from what i've heard other people have this on HD video's etc, and general playback, at first i didnt think i suffered from this.
But about 2 days ago, as i'd been testing and testing, and basically staring at the screen for a week or two straight, i'd notice my youtube video's stuttering also.
And more more problem which has occured, the pixels on my screen seem to vibrate(?), for example if my move a window on my desktop slowly, the edges dont move smoothly, and when i move the windows fast, it tends to trail, and fill up other explorer windows.

Ive also found out my graphics card is sharing IRQ slots with 2 usb ports and something else, ill have to confirm. Although im not sure how/if i can change these.
The solution i thought of was, to format everything and install everything off the CD's from when i originally built my PC and when it worked. To no avail this didnt work.

My only options left or which ive forgot to try out are:
-Non-Generic Monitor drivers
-New monitor cable
-Try in VGA
-Re-flash the original ROM BIOS release.

Sorry for the big wall of text but im completly lost what to do if the above dont work. Always kept good care of my components.

I'd love it if someone could offer any more options or help.
if you need any screenies of the distorted windows/graphics etc, just give us a shout.

Note: Ive got the CMOS battery out atm, to see if this resets anything.
Also i know my Rig temp is fine.

I'd certainly get to trying another monitor cable just in case it's an easy fix. So you're using DVI to connect now? Give VGA a pop and see if it's any different.

Maybe the monitor has an issue? Only other thing you haven't mentioned changing is the motherboard.
 
Yea i dont have acces to another motherboard, thats the problem.
I'm currently connected via DVI yes.

Thats a thing i havnt tried, another monitor. Should have some results back within the next half an hour..
 
I've just done those tests, tried a vga cable and another monitor with dvi and vga.
Although i just realised i dunno were i other dvi cable is..

My only option left is to reinstall the original BIOS, if that dont work, my computers goin out the window...
 
Yea its been at stock or even underclcoked for the past week or two.
I've tried everything to my know how.

Btw is it safe downgrading to an earlier BIOS? The update utility has just wanred me i need to do it in DOS and it isnt reccomended.
 
The only time i have seen this is when either the CPU or RAM is running at near 100% if task manager isn't indicating anything unusual in that area then it sound like an issue with the data flow beteen your mother board bridges to me
 
You did try a different OS right? Looks weird on that display, almost like, as you said, there are no drivers installed. If you install XP or vista does this happen? You could always try a ubuntu boot disc or similar to totally rule out software if it happens there too.
 
Yea it happens on vista also, i can try get my hands on a XP disc i think just to test.
Never really touched ubuntu/linux but i can try it out i guess.

im gonna try and rule if its a dodgy component such as a usb port again tomorow.

I tried an AVI file just before i left, from what i've seen it didnt seem to lag, which is a good thing.

i just need to keep looking, it has to be something!
