Display problem, unsure if its gfx card / new monitor

Hi

I'm getting some flashing pixels in the dark areas of some images in web browsers (both firefox and IE). Its not all images, but it tends to be images that are embedded into forum threads.
Can't seem to replicate the effect photoshop / games though.

I bought a Dell 2007FP a few weeks ago, so my immediate suspicion after finding this problem today (don't remember it yesterday) was that the monitor was faulty.
However, if i set the res to 1280x1024 (normally 1600x1200) the effect disappears.

Could it be a gfx card issue then ? It wasn't run at 1600x1200 before i got this new monitor.

The machine is fairly old : athlon64 3500, 6800, 1GB ram
Could the old gfx card just be having a hard time with the relatively high res ?

This mobo is agp, so if i do need a new gfx card are there any suggestions what i should be looking at ? I'd imagine its a fairly reduced selection these days :)

Any ideas / thoughts appreciated.
