What is the best method for creating distribution groups for external email addresses that will be available on the GAL and allows for specific users to add and remove addresses when they like.

On Exchange 2007 i see there is a distribution group option in the management console, but one, this appears to only create mail enabled dist groups and two there is no option to allow users to add and remove users. Apparently if i go to mailflow tab and modify the restrictions i can allows non authenticated users.

But what is the recommended way to do this?

Previously in 2003 i would advise the users to create a distribution group from within outlook in the global address book. But it looks like this functionality has been removed and now outlook 2010 has "email groups" which can not be shared.

Edit: dynamic distribution group does not work in this way. Looks like MS have removed the ability for external email addresses to be in dist lists without having each contact created in AD. Which of course is complete waste of everyones times. I am sure they did it on purpose.

Have you tried using publics folders? I'm loathed to suggest it as i know MS are phasing it out, but it may be a possible solution for the moment.
 
I thought external email addresses have to be setup as mail contacts in 2007. Its been a while since I used it but I'm pretty sure thats how I did a few years ago.
I think you add the mail contact which then allow you to attach an external email address to the user.
