Am I missing something?

Clients' website and domain on host A for years

New website set up on host B (tested before nameserver change) domain stays with host A

Change nameserver

Domain point to HOST A's HOME PAGE (not clients' website)

Domian registrar, says normal to wait up to 24 hrs!

I've done this many times before without downtime.
 
It normally to take 24/48 hours for nameserver changes to propagate.

You can normally speed this up with low TTL on your DNS server. Also remember things like local & ISP dns server caches play a part in this.
 
You did more than change the nameserver if it's pointing to Host A, or you're still using records pointing at Host A.
 
The old and new sites were identical. If they're both uploaded at the time of the namserver change, I've always understood the website would not go down. I know it takes up to 48 hours, but with a website on both servers, should it not have been seamless?
 
Or as long as the first host's nameservers know what to do with requests for your domain.

Query one of their nameservers to check (nslookup [domain] [nameserver]).
