Try your domain's registrar - most will host DNS for another couple of quid or so

Can someone explain no-ip for me please? Will it allow me to have my own server at home despite having a dynamic IP? How do they keep the IP address current?

You're pretty much right. You need to install one of the clients listed here. Some routers provide this functionality without needing to install this software. DynDNS provides a similar service too.
