IIRC they have to comply with things like the suitable content and legal content, but length, and frequency are up to the platform, it's only Broadcast content that has to abide by frequency/length of adverts as that's part of the regulations for the broadcast licence.
Nominally I'm against ad blocking but YT, even by their own admittance, use ad patterns intentionally to try and frustrate people into paying which IMO is just wrong. That and the cost while many site features are still in the 90s - take search for example - is just taking the mick.
YT forced me into using an AD blocker when they decided to stick ADs on videos from non monetised channels, it made my experience so AD heavy i couldn't tolerate it any more
