When I run GPU-Z it shows my core speed at 3200.0 MHz and Multiplyer x23 or x24.

It is slightly over clocked.

When I run any games the speeds drop.

2800.0 MHz Multiplyer x 21

Temps seem fine at 40-50 C

It seems odd that it slows down in games or am I miss reading it?

seems strange but its deff turbo not kicking in in games for some reason, could try loading optimized defaults in bios and re enter your bios settings

write settings down as it will reset them to default

edit,i just read those intel specs and it says 20x is max cpu multi? maybe extra 1x for turbo? it usually uses a higher cpu multi if one or two cores are being used

It looks like it's a bad over clock, I loaded in another that I had saved and although it's not speeding up it's not dropping either.

Multi is now x19 with this overclock which looks better.

It looks like I need to re-read overclocking as it's been some time.

Thanks for the help.

Well you are best to manually overclock, turbo boost is kinda pointless as if the application starts to use more than one core it backs it down afaik.
