Do I have enough juice?

So, I'm having some issues with my PC, and I was wondering if you guys could give me your opinion on if my PSU has got enough punch.

OCZ 600w, and it's running a q6600 on a rampage formula with an 8600gt, 3xSATA HD, 1xSATA DVD-RW, 4x120mm, 1x80mm.

The rails are running ever so slighly low by a few . I think the 12 was running at 11.93 and the 5 at 4.93, is this acceptable?
 
I'm running pretty much the same apart from a GTX 260 and a 750W and I'm nowhere near it's max wattage. I'm no expert but I think that should be fine.
 
Yep, and you have plenty of of power. You could easily run that off something like an Antec Earthwatts 350W PSU :)

What are the issues you are having?
 
Flakey memory, not being able to run with dual channel\2 sticks in place, I'm just trying to cover all bases before I do the somewhat inevitable RMA with Asus, just so I can say "done, done, done, done" in emails.

(and no, tis not the ram, tried corsair and the flex, neither work with 2 sticks in.)
