Do I need planning permission to change driveway layout?

Hi All

I have recently moved into a house with a driveway. On my side of the drive there is a large bed for flowers surrounded by a raised kerb. If i wanted to remove this and pave over it (making it easier to park), would I need planning permission? The area we are talking about is around 2m x 1m.

I believe my permitted development rights have been revoked FYI.

Is the bed there for drainage/runoff? I believe there are some rules about drainage, and one of the easiest ways to comply with them is to have a flowerbed or even a gravelled section to let the water into the ground. However, you see loads of fully paved/blocked/cemented drives, and I've yet to see any council care about not having the correct drainage instead of letting it run down the drains.

If the surface to be covered is more than five square metres planning permission will be needed for laying traditional, impermeable driveways that do not provide for the water to run to a permeable area.

If your permitted development rights have been revoked then I'd play it safe and ask the council but depends how many of your neighbours have done it and whether you're planning to sell any time soon.. ;) Judging by the other thread I assume you aren't :p
