You don't *need* to, it will work without it.
But it fixes a lot of issues such as stuttering in some games and programs.
When I installed it Need For Speed and BF2 both stuttered less as did my tv software.

Hmmm I am wondering about this also? I have been running a dual-core about 2 weeks now and i didn't notice anything weird except when I run ATI-Tool the little 3D-Window with the furry cube that spins does indeed *stutter* (It has always spun smoothly?) 3D-benchmarks seem fine as does the game Call-of-Duty.
Is it just meant to be 3D-Applications that stutter?

It doesn't seem to have any direct correlation with anything, as I said it fixed my digital tv stick software from stuttering like mad, so far I have not seen any reason why not to install it.
What its supposed to do is fix issues where applications get confused to which core to use. For instance *insert game name* would start up on core 0 and during the game it would suddenly jump to core1 this would generate a stutter between the time it jumped cores.
I would install it just to be o nthe safe side...
