Do iPhones still lock to first sim inserted?

Hi i am after some advice.
Son got an iPhone X off O2 as an upgrade but wants to give it to his girlfriend as an Xmas present.
She is on EE and is in a contract.

My question is, as the phone is still unopened, will it activate if her EE sim is the first installed or is it locked to O2?

In this case it doesn't matter - it'll be pre locked to O2 as it's a contract phone
 
Tell him if he doesn’t want the phone. Sell it and take her out to dinner instead?
But I think iPhones from network companies are lock to the first sim

Tell him to get her a £150 phone max, because it sounds like she's taking him for a ride (for his wallet) £1000 phone for xmas? Get lost lol

Only CPW phones locked to the first sim, phones from networks are locked to that network (normally, there are exceptions).

I believe CPW finally stopped selling contract bound phones as sim free phones so this should no longer be the case.
 
Contract phones tend to be locked. I bought my iPhone directly from Apple so I can use any sim I like without it being locked.
