Do the waterblocks with better VRM cooling allow better overclocks?

As title. Do the 290x waterblocks that cool VRMs better (core temp being equal) allow a better overclock, or is it just a case of ensuring they are cooled enough not to overheat? Thanks in advance.
 
Full cover blocks are usually easier to build as you do not have to think about mods and have to provide just a decent airflow in the case. If you go for a gpu only water block you will need cooling for the memory and the VRM. In general the good thing about full cover blocks is that they cool everything so the PCB itself cannot raise its temperature that much. If this will result in higher clocks is a completely different discussion. :) All the reviews I've seen show that the 290/290X do not benefit from water cooling that much and if you make sure nothing overheats so they can boost as much as you set them you should be fine.
