Do you get a cooling block with this cpu ?

Yes, retail CPU's come with a cooler.

Obviously the cooler you get with it, won't be as good as some of the beefier 3rd party ones. But as a basic cooler it'll be fine.
 
If you're not planning on Overclocking then yes it comes with a fairly decent stock cooler which will last you a long long time.
If overclocking though, I'd definetly go for an Aftermarket cooler and some good TIP.
