For my setup I can get by with just letting the turbos go up to 4.6GHz, leaving main clocks alone, vcore on auto, pll overvolt enabled, and loadline calibration notched up a setting from 'off' to 'llc level 1'.
Seems to vary from board to board how many levels, etc., there are with LLC, mine has 'off', 'small amount' / llc1, and 'moderate amount' / llc2 (and is a gigabyte one so different bios to yours, but still..).
That's it, along with a Noctua air cooler to keep the system in check. I don't mess with any specifically-named offset setting for voltage, or anything else in my config. From what little I know, the combination of auto vcore and LLC is keeping my voltages in check from being either too high or too low, and acting as a kind of 'dynamic offset'.
