Do you have to activate a new sim card for PAYG?

Hi there, I got a new sim card and I put it in my phone as I wanted to use pay as you go instead of contract and when I tried to ring the phone with my new number to make sure its working it doesnt ring but I was under the assumption that I didn't need to do anything but it's been years since I've used PAYG so not sure if things have changed?

Do I need to activate it somehow?

yeah i had to activate my PAYG sims..

Usually you just make a chargeable call?

with orange i had to register on their website.. with giffgaff i had to topup by £10 to get it activated

The sim that I'm trying is vodafone, I didnt think I needed to put any money on it, but I'll try top up £5 today and see if that makes it work.
