Do you have to design websites in a certain resolution?

Just wanting to know whats peoples opinions on this? do you usually develop a website with a base resolution? I would like to know what this is ?

I tend to use percentages but I don't think that's great practice but since I don't do any sites for other than personal use then it doesn't really matter to me
 
It is generally accepted that most home users will be on a resolution of at least 1024x768, thus allowing for a width maximising at 1000px, but more commonly 980px, 960px or thinner. There is no harm in designing a website that is only 800px wide, if your design is right.

You also have an ever increasing percentage of mobiles to consider though nowadays.
 
People using mobiles normally just accept that they're using a compromised device and get on with it though.

I normally use anywhere from 900-980ish, but I'm planning on making a percentage based site soon, purely because I've never done one and fancy the challenge. :P
