Do you think a 7850 will max Rome Total War 2 @1080p

You can't quantify image quality.

/sigh.

Should I have said 'almost imperceptible difference in IQ' then?

Does it really matter? The point remains the same.

A lot of us play without AA and don't notice the difference between no AA, 2xAA or 16xAA. Or the difference between 'medium' quality shadows and 'high' quality shadows.

When you add up the performance cost of maxing everything, vs the perceptible IQ difference, a lot of people will be more than happy with a 7850 @ 60 FPS on medium/high IQ presets (ish).

Rather than everything maxed, which will require a massively more powerful gfx card(s).

My 7850 2GB paired with a stock i5 750 and 8GB RAM copes pretty damn well with most games these days.

yea
7850 2gb @1ghz
i5 4670k @ 4ghz
8gb ram

no problems gaming and no need to upgrade my gpu until something worth while come outs at a reasonable price point

Darth mod brings a 3570k/670gtx machine to it's knees in Shogun 2, frames drop from 60+ to below 30 when you have a few units on screen and zoom in. Not sure if that's bad optimization on the mod creators part or Creative's but it doesn't run as well as it should. A 3570k is powerful enough to run the game at 3x speed with zero stuttering and a 670 can easily render thousands of individual soldiers, so something is wrong somewhere in the engine.

Imo a playable performance in tw games doesn't need to be that high. In rtw I found 15 fps was enough for normal speed gameplay. You didn't really see the benefit of higher frame rates until you speed the battle clock (fast forwards).

I can play Tomb Raider (Ultra bar a few options IIRC) on my 7870 at pretty high levels along with Bioshock and both ran fine at 1080p res.
