Does 60hz means fps capped at 60??

Apologies if this sounds like a noib question but after many years gaming on PS4 I am looking to move back to PC. Currently speccing a rig for 1440p gaming but will be 7800K & 1080 / 1080 TI based. I already have a 27” 1440p Dell - this one:

Native resolution is 2560x1440 @ 60hz. Does that mean that in games (specifically fps like BF1) my fps would be capped at 60? Or I can run higher at say 80hz but may see screen tearing?

I guess I am asking if my monitor will be the bottleneck in my proposed rig in regard to frame rate. Or even if its capped at 60 its unlikely to ever drop lower so would be smooth enough anyway (the old adage of can the human eye even notice a refresh rate above 60hz).
 
You will only "see" 60 frames worth of information a second - with V-Sync on it will only display complete frames with additional lag to wait until a complete frame is available with it off it will render whatever data is available as soon as it is so you might get the top half of the screen showing one frame and the bottom half another which presents as tearing in a moving scene but you will still only see the equivalent of 60 complete frames worth even if you are rendering at 80 fps though that will reduce any noticeable input latency.

nVidia have a technique called FastSync, not to be confused with FreeSync, which if you have a powerful GPU can render complete frames to a screen with reduced input latency compared to V-Sync on but still only displaying complete frames - it a bit of a compromise and you might notice small amounts of stutter with it in some games but it gives another option.
