Does a gsm router have an IP address?

Basically I want one of these http://www.linksys.com/servlet/Satellite?c=L_Product_C2&childpagename=US%2FLayout&pagename=Linksys%2FCommon%2FVisitorWrapper&cid=1160093298732 . Attatched to this will be an IP video server, if I forward the nessesary ports through the firewall, will I be able to access it off a normal broadband connection? So, sitting at my pc, i'll type in the external IP address of the gsm router, and hopefully enter the GSM network, hit this router and get my video server.

What do you guys think?

Yes it will have a IP address but it will be assigned by DHCP so can/will change each time you connect to the internet.

It will have a static internal IP address.
 
Depends.

Ok, yes it will have an IP but it may not be routable, T-Mobile for example assign a NAT'd IP which isn't accessible from the web as all of their 3G traffic is sent via a proxy.
