Does a squealing PSU count as "faulty"?

I'm building my new gaming PC (on the bench) and the XFX Pro 650W PSU is making a fairly loud (and very irritating) squeal. It's the classic transformer squeal sound, it's not coming from the fan.

Would this count as faulty?
 
Hmmm.. I didn't think it was THAT bad! ;)

Also, the fan seems to be blowing air out of the fan, rather than out of the rear of the PSU (as you normally see). Is that an XFX "feature", or has someone installed the fan round the wrong way?!

The Fan thing seems Odd, Generally the fans draw in air, because it can be filtered that way. My NZXT Phantom case has a filter for the PSU Fan, and I clean it monthly. To think its drawing dust filled air in through the Pressed Plate Mesh is quite bad. Call Customer Support, ask them which way the fan is meant to flow, then say that it makes a loud whining noise and you thought the fan may be miss-installed causing this.

Extremely likely just be coil whine or cap squeal, none of which has any negative impact on the performance/life span of the PSU. You can RMA it if it annoys you, though.

I had a PSU develop a whine then 2 days later it went with a bang and a blue spark and that was the end of the PSU. When i removed it it had the remains of a Cap rattling about inside/falling out the wire grill
 
I doubt anyone cares... but I sent it back to OcUK and they confirmed the fault and agreed to replace it.

Unfortunately they're now out of stock! :(
