Also, if that fails, you may want to look into creating a virtual machine as Windows 7 can do that and you should be able to limit resources to that.

Ah yes! I do have VMware Workstation with XP on. It should work perfectly in that as it has full support for DirectX 9. I'll give it a whirl, cheers.
 
The thing you are looking for is affinity.

If you find the POP process and then right click it and then click set affinity and choose one CPU.

I can't remember if this resolves the issue for POP as its ages since I've played it.

Ta but that is the first thing I tried. Didn't work. :(
 
In the end I just used msconfig and told Windows 7 to start up with only processor enabled from the Boot options. The game worked perfectly in single CPU mode!
