Does anyone know why 3Dmark won't validate this GTX 1080 score? I've even down clocked the card

That's unknown.

3DMark do have issues sometimes with new hardware or driver versions, but it is usually correctly reported as such.

I'd run it again.

What driver version are you using. eg WHQL drivers are required else it does not let you record scores. ie non-BETA.
