Just wondering if the Prolimatech Genesis Mega Performing CPU Cooler comes with Thermal Paste?

plus in general do coolers normally supply thermal paste or not?

Yes it comes with a tube of paste.

And, yes, 'in general' most coolers come with pre-applied or a tube of gunk (there are always exceptions though.).
